I would either say before you begin or find some way to allow them to know before hand. If these are competent oral examiners with experience then they should be aware of stuttering as a uncontrollable thing. Stuttering does not make you look dumb - their ignorance is what leads them to think that. Practice speaking before your examine, not to hide your stutter but to gain confidence. Confidence shows through a stutter.
