I think its hard to define as a disability because it effects everyone in a slightly different way. I have days where I can speak, not great but understandable. Then I have days where I cannot speak at all... on those bad days I am pretty much disabled... but on my good days... maybe not. Its so tricky, and to people who don't stutter its impossible to understand.
