Stuttering is often neurological, yes, but that does not mean that we can not tame it. It's not how you're hard-wired, just the hardware you have to learn to deal with; like the clutch of an old car, that only its owner knows how to work. You can achieve fluency in the sense that your stutter will no longer bother you and becomes unnoticable to others.
