Has anyone ever figured out the causes of stuttering?

Has anyone ever figured out the causes of stuttering? I know it’s neurological and psychology can affect it but has anyone actually figured out the actual imbalance of brain activity associated? I’ve read in articles that it may have to do with low amounts of dopamine production (or high?) If that’s the case why can’t we develop medication designed for dopamine balance in the brain?
