Yes, stress feeds stuttering, and Biden has the most stressful job in the world. He is constantly sleep deprived due to regular worldwide travel. He is now physically weaker due to aging which impedes his natural ability to fight stress. He is definitely stuttering. I don’t think it’s dementia at all - if you listen to the content he says, he’s still all there. But the stuttering eats away at his image… not pretty.
