For me it’s more the setting I’m in. If I am by myself revising (being confident on the topic I’m talking about) or if I am reading I am 100% fluent. If I am not entirely sure on what I am talking about or if I am in a setting in which I am not completely confortable I lose my fluency. It also happens when I’m upset or I’m fighting
