Is this stuttering?

Is this stuttering? My little sister is in 2nd grade and for as long as I can remember, she would take a bunch of tiny breaths while talking. Ex: why can’t (breath) I go out-(breath)-side today? She finds it hard the same way it’s hard for me to stutter. My parents don’t think it’s a stutter but I’m pretty convinced it is. I’m asking here because I want a third opinion on this
