I understand what you're saying, I think. But I sort of disagree with the term 'blame'. Rather than blaming the person separating the stuttering from the reaction gives them the opportunity to exert control. Rather than thinking, "stuttering is something that happens to me and I have no control over it" thinking that the reaction to stuttering is different from stuttering gives them the opportunity to think, "stuttering is something I do and I have the ability to change how I do it" Maybe is just an argument in semantics, but I do think they are two distinct things.
