It depends on the severity of the stutter. Someone who really struggles to communicate is worse off, in some ways, than someone who can't talk at all. If someone's stutter is so bad they cannot communicate - or people lose patience listening to them because they take too long to get through their stutter - they might as well not have the ability to speak. For me, personally, I'm generally in a place where my stutter isn't that bad, so I'm okay with it. But I remember the periods when I was younger, and I considered pretending I was mute, as that would in some ways be easier than struggling and contorting to speak in ways that could freak people out.
