Is it stuttering? Not sure what is that?

Is it stuttering? Not sure what is that? I am M24 and i speak so fast and get stuck on many words while speaking that people often ask me to repeat myself. Doesn't matter whether i speak my native or 2nd language, i face the same issue for both. Even when i record myself I can't understand that recording too. Even when i am reading out loud i get stuck on certain words. Does anyone knows what is this and how can i correct it?
