I was finally able to get a disability rating through the VA for a claim for service. My claim was related to service connection/exacerbating issues from combat in Somalia. It took two years and multiple denials, but the Veterans Administrative judge agreed in just a few moments. However, the rating had to be lumped in with PTSD and TBI because there was not an option for stuttering as an independent issue.
