There's a reservation system for minorities in my country. About 75% of admissions in colleges, government jobs are given to them. Stuttering would enter the PwD category. For college entrances, you just have to give the exam. It doesn't matter what your marks are, the percentile is as long as you give the exam, You are going to be admitted in one of the best colleges in the country. And that's just for colleges, then there are government exams through which you can have job security, pensions, good insurance, etc. The government doesn't give a damn what happens to the rest of the population.
