One time I called 911 (the equivalent to that on my country, actually) and I started speaking calmly, but as I started to stutter the lady on the phone just hung up the call, probably thought it was a prank. Thank god it wasn't an emergency where I could be in real danger, and a friend who was with me called after me (he should probably have been the one to call, looking back it was stupid to have me call first lol)
