I've heard him flare up when talking to people he doesn't know well but respects. Maybe his is a combination of low to mild stutter, and that he's very comfortable in the streaming/quasi public speaking realm. Also to inject another personal opinion, i think its rude of you to gatekeep who or what a stutterer is, because people like us fall between a spectrum of fluency, and most of our fluencies vary between situations.
