Stutter can be hugely variant, so I don't think we need to talk about it being "situational" or "occasional". It's already part of it that it varies. But it's certainly the case that some can detect patterns in variance, depending on the context/situation. It's just that those patterns can also change over time, so it doesn't quite make sense to say that the stuttering potential is gone in the "gaps" (or however we should describe it). Also - people who don't stutter aren't stutterers, so they wouldn't be reporting on that. ;)
