Japan has already legitimated stutter to be a disability and PWS can petition to the pensions and walfares from stutter. Nowadays the awarenesses of stutter being eventually a disability like deaf, blind, retard are raised and raised not like centuries ago. I don't t think it as a negative stuff, just a fact. Stutter is indeed at present untreatable and a solid handicap.
