As a native English speaker I can definitely notice when Elon Musk stutters. I actually had no idea until you mentioned it. Elon Musk always talked a little weird so its refreshing to see someone so rich and powerful stutter. Joe Biden on the other hand is barely alive so I think his speaking problem has more to do with his age than his stutter.
