It's pretty unlikely that two candidates going for a role will be completely equal in every way other than fluency of speech. Experience, confidence, problem-solving ability, salary expectations, personality, etc will set candidates apart far more than something like a stutter, especially if it's not a job exclusively based on public speaking ability.
