Yes, mindfulness is needed to identify the thoughts and emotions you have while in the process of verbalization. When mindful, you have the free will to engage or not engage in the obsession and compulsion (our case is mental block). OCD has a lot of material on how to deal with the O and C. It takes a lot of practice and eventually your mind should naturally revert to the healthy speaking experience as the default mode.
