Speaking is a complicated motor action made up of many components( thinking about words,hesitation,rhythm,muscle coordination, breathing coordination). If you take away one of these components, your speaking system process less components thus making it easier on the system. Thats why when people are singing they are usually fluent, because you take away the factor of rhythm (predetermined rhythm) and thinking of words because of predetermined words.
