Can stuttering be classified as a tic?

Can stuttering be classified as a tic? Or are they in different catagories? I have been wondering if it can be classified as a tic, people would treat it as an actual "illness/disorder". Rather than saying "I have a stutter", you can say "I have tics" which would be more easily accepted by other people. People wouldnt be able to say "Oh, just talk slower and think before you talk and you will stop stuttering".
