Are we an easier target for bullies since we can’t defend ourselves?

Are we an easier target for bullies since we can’t defend ourselves? Are we an easier target for bullies, not because we stutter, but because we can’t (or can hardly) defend ourselves? Let’s say your classmates are picking on you, calling you all kinds of names, you want to defend yourself verbally, but you can’t get your words out, they find it even funnier and will continue to harass/bully you. I have witnessed this myself, I was picked on all the time, nobody actually made fun of my stutter itself, but I think the fact I couldn’t defend myself verbally definitely didn’t help it. I could get physical if I wanted to, and almost did, but likely would get in trouble (good thing I was one of the biggest guys in class).
