It is weird when people so that. I take the approach of basically fully embracing that they have a stutter, at least outwardly. Ie I say "yea then you know the pain, it's rough!" Basically imo it's not worth the struggle. If they want to adopt the title of stutterer then so be it. Haha it doesn't diminish the struggle you or anyone else has had.
