Promoting fluency and breaking the stigma aren’t mutually exclusive. No one should be shamed for stuttering but people also shouldn’t be shamed for wanting to improve their speech if that’s their personal goal. It’s about choice. Some are fine embracing their disfluency, others want to work on fluency and both deserve respect but I believe people should aim to improve themselves
