How do you be keeping eye contact while trying to talk to somebody?

How do you be keeping eye contact while trying to talk to somebody? So I just have a really bad problem of whenever I'm talking to somebody even before I started, I just can't keep eye contact with them but whenever I'm talking I usually just kind of look at the floor or at something that is not the person I'm talking tos eyes Anybody else have this problem? I stutter, and I think it makes it worse.
