I agree with this definition that a block means, that the throat muscles, lips, tongue, respiratory muscles (and other speech muscles) have halted moving. I disagree that the throat, lips and other speech muscles have to be closed (or in a closed articulatory position). Because, for example, if I would block on the /H/ when pronouncing '*Hello*', then in my own experience the throat, lips and all other speech muscles are not closed (they are actually open), however, the speech movements (or instructing execution of motor movements) have simply stopped which then stopped the flow of speech.
