That doesn't sound right. Stutter is defined as not being able to talk fluently. It is by this defect that we can acquire anxiety and stress in speaking situations to begin with. Stutter doesn't come about as a result of those. Besides, the science isn't done yet, so it's kinda futile to speculate like that. https://en.wikipedia.org/wiki/Stuttering#Causes
