In the UK at least it's classed as a disability and covered by the discrimination act as a problem which significantly impacts day-to-day activities. If you feel you've been unfairly treated and / or denied opportunities due to your stammer I'd definitely recommend looking into disability law in your country. A stutter is absolutely *not* an indicator of lesser mental capacity - though I know a lot of people make this assumption, courtesy of certain movies.
