When you say "permanently", I think you mean "continuously". And I disagree with you on it needing to be "continuous" for it to be a disability. Emotional and mental illnesses are great examples of this (schizophrenia and OCD), as they often don't occur in certain situations. As well as learning disorders (Dyslexia, ADHD), or speech disorders like Tourette's.
