These are not stutters. Someone who is 79 is not *supposed to be* getting mentally more fit. He literally doesn't even know what to say now. If you go back and watch videos from the 80s and 90s of Biden, he just stops and says 'uhh-uhh' (blocks) and moves on. Please explain to me how saying '200 million Americans will die' by the time me finishes his speech is stuttering?? I don't know how saying Poor kids are just as smart as white kids or 'you ain't black' are stuttering issues. If they are, I'm glad I don't have that form of stuttering.
