Why can’t people with a genetic stutter fully get rid of it but others can?

Why can’t people with a genetic stutter fully get rid of it but others can? People say that people who developed a stutter because of… idk… trauma for example, are able to get rid of their stutter completely. But people who have a genetic stutter only can learn to manage it but not get rid of it. Why? Why can’t we?
