For me my stutter occurred mainly on the hard sounds. Sounds where you press your lips together tightly or touch your tongue hard to your mouth. When you whisper you hit those sounds a lot softer. Maybe that's why you don't stutter as much when you whisper? I'm not a speech pathologist. Just sharing what I know from the speech therapy that I received.
