I think typically stuttering (as far as we're aware) is neurogenic. However, it can be caused by other things. Take Drew Lynch for example. His stutter is caused by nerve damage after a sports accident. This would literally be a disconnect between the brain and his vocal chords. So I guess this would be the same as if there was nerve damage between the brain and the hand.
