Look up diaphragm breathing. You need to do it, all day, everyday until it's your normal breath. It does help but won't stop your stuttering. Reading outloud is good practice, but practicing 'impromptu' speech is important - things you would say that aren't written out. How? Conversation with an imaginary person, dog, stuffed animal... I've found that different speaking situations use a different frame of mind that affects my speech. For me, phone calls are different from reading, or talking face to face...
