It's a partial quote from the book/movie It. One of the protagonists, Bill who stutters uses the phrase "he thrusts his fists against the posts and still insists he sees the ghosts" as a speech exercise, and then uses the phrase to help him defeat Pennywise. The Losers, and especially Bill are dear to me and I liked the idea for a stuttering tattoo.
