When you conflate the matters, it's hard to see what you're asking about. :) - The _causes_ of stuttering are unclear. We're aware of various factors, but there's lots of variance. I haven't heard of anything along the lines of "these are the things a person can do to a stutterer to provoke stuttering in the stutterer". I imagine you should be able to tell that a thing like that isn't in the top of a list when it comes to stutter research. - As for "just ignoring" something that's politically motivated... well, if something's explicitly such a thing, it shouldn't be in here.
