Sorry for poor English. Stuttering imo won't count as not being fluent in an English test let alone make you fail the test. Person testing you will think 'oh, this kandidate must be a former stutterer (because us stutterers always stutter on our names) and might stutter a bit more during this test because of testing stress.' That's it. Go for it.
