The Dev's from the beginning were hinting that waterboy just has low self esteem because of his lame powers ( which he believed that they are lame) but till the end of the game he becomes the second mvp so yea they fumbled the stutter aspect of his character but really nailed his overcoming his dread and self hate aspect.
