Definitely can be for some. My uncle had a stutter until high school. My 2 brothers and myself also have struggled with it. My older brother “got over it” in college. My younger brother and myself did not get such luck. My 4 year old daughter also has a mild stutter. I do not stutter around her, so not a learned behavior.
