No. I think it's limitations on how the articulators fire. Under duress it's just not capable for reliable fluent speech. When relaxed, it can be managed. At best. I think what a person with stuttering can do is untangle all the harmful secondary behaviour that has engulfed their lives through acceptance and openess. And then coming up with some sort of speech regimen to prep oneself for speaking for the day that help improve things, but it requires daily work and it's always a passenger in your life that can cause secondary behaviours to return if left unchecked.
