It's a method for "unblocking" so ideally right before a vowel that you feel you are going to block on you are supposed to inhale and clench the pr-muscle, and then continue speaking on the exhalation as you release the tensed pr-muscle at the same time. It actually works for me, but doing all this while in a real speaking situation requires an insane amount of practice and discipline.
