I was made fluent by finally dealing with my anger and resentment from an abusive childhood. During my psychotherapy, I just realized I was no longer stuttering AT ALL! It was a miracle. Not all stutterers stutter from the same cause. Some stutter for emotional reasons and some for others it's physical. There’s a relatively recent school of thought that it's mostly neurological and there are current drug trials targeting the brain. See Dr. Gerald Maguire on Youtube. Whatever your reason, keep trying everything you can. Speech therapy, psychological therapy, and reading all your fellow stutterer’s tips on r/stutter.
