I also cannot deliberately move my tongue (or jaw) to the next position to form a letter. In my experience fluency shaping techniques don't help MOVING the tongue, because even if my mouth is not tensed or fully closed, my tongue (and jaw) still is not moving. Why is the tongue not moving is the next question? Because of psychology (the stutter mindset: our perspective/response to the trigger).
