On top of that I feel like TOEFL is such a scam. Their speaking test does not even check communication ability. IRL nobody has to speak continuously for a minute on a discussion they just got introduced in. I'm pretty sure their AI+Human evaluation is just an AI checking things and so they cannot factor in stuttering.
