I feel like s/he didn't apologize but rather tried to clarify upfront what the nonfluent speech means. I like to do the same sometimes, as my stutter can come across as "not being prepared" or "struggling to find words" to people who are not familiar with stuttering. What I try to make clear is "I am very capable, knowledgable and skilled. Nonfluency can be interpreted as a lack of preparation and skill. This is not the case here, it's a speech impediment". So far, I found this to be empowring and freeing.
