Depends on their intentions. The most likely response is "With me it's fine because I'm secure enough about it but never do this because most stutters aren't in a good mental space." If it's outright insulting, you should go complain to your teacher, parents, principal, HR, organizations in your area and more. Try complaining in one area and if that doesn't work out, always move higher.
