Hey man, stuttering and romantic relationships are hard but this runs along the line of general low self confidence. Firstly 18 is young - young boys are always bragging and exaggerating to up each other and compare but in the real world, 18 is more than normal to not have a proper romantic connection, to not have a first kiss or to still be a virgin. Don't beat yourself up over other peoples exaggerations, you'd rather wait for something to feel right and with someone who you are comfortable with. Self confidence comes with age, stutter or no stutter. Work on yourself, things that make you feel more attractive (changing up your wardrobe, gymming, skin care etc.) and build up confidence for yourself with no one or "a girl" in mind. Work on self confidence to do with your stutter, remember that if people laugh at you or mock you - they aren't good enough to be developing a genuine connection with you. You are more than your stutter and the right people will see and appreciate and love that wholeheartedly. Once you start to love yourself, it will be easy for other people to notice and be attracted to confidence but love yourself for yourself. Again, you're young, marriage or ending up with someone is light years away and you're doing so well. Don't let teen boy culture get you down and go at your own pace!
