I'm from Ukraine, I would say people are mostly polite about stuttering here, but I'm still feeling awkward when this happens to me. At the time when I was a child (in 90th) there were a little knowledge on how to deal with children with stutter. Speech therapy was prescribed mostly for children who don't pronounce some sounds well or have other troubles, while children who stutter should just 'eventually grow out of this'. As far as I know now there are much more possibility for children to get early help.
