It is psychological. It varies from situation to situation. Try this trick! Sit alone in a room and read! See if you stutter. If you still do. Put on a pair of headphones with some music and then read. Record yourself and see if you still stutter! You have to look into your own mindset when you skype. What differentiates one situation from the other?
