A stutter absolutely does affect one’s life. It’s affected mine a lot. There are ways we choose to let it affect our lives (I’m not going to go talk to that person because I’m scared I’ll stutter) and ways we don’t choose to let it affect our lives (I’m going to block on certain sounds no matter what I do) Imo it’s about limiting the first and being forgiving to yourself about the second. You can absolutely “socially develop” — make friends, grow as an individual, push yourself — with a stutter. Recognize it’ll be harder for you. Myrz explained it all very well below. You should ask yourself what “social development” or “a fulfilling life” means to you. Does a stutter itself prevent you from achieving these things? Or is it your mindset about the stutter (fear, anxiety, etc.)?
